National Manufacturing Institute Funds Pilot Programs

With a recent $1.5 million grant from the Gates Foundation, the National Manufacturing Institute (NMI) is funding four manufacturing pilot projects. Four community colleges from states across the U.S. have been chosen to test a national project designed to provide industry-recognized credentials to prepare students for advanced manufacturing careers. The grant funds will focus on low-income young adults and transitioning workers. Project partners include ACT, the Manufacturing Skills Standards Council, the American Welding Society, the National Institute of Metalworking Skills and the Society of Manufacturing Engineers. WIA State Planning for 2010 and Beyond

Program Year (PY) 2010 marks the beginning of a new five-year planning cycle for Workforce Investment Act/Wagner Peyser Act (WIA/WP) State Plans. ETA intends to redesign the WIA/WP State Planning process for PY 2010 and beyond to make it a more meaningful and useful strategic planning process for states. To help inform this effort, ETA launched a consultation process with state and local workforce representatives and other stakeholders to seek input on ways to improve WIA/WP State Planning. Based on feedback received thus far in the consultation process, ETA has developed a proposal for a new direction for WIA/WP State Planning. ETA sees State Planning as a truly strategic process driven by the business leadership of the State Workforce Investment Board, rich with workforce and economic data, and reflecting the alignment of state and local policies and strategies, as well as integration among education, economic development, and workforce systems. The State Plan ideally encompasses the state's vision for workforce development and the strategies to achieve it, while still meeting statutory requirements. In partnership with the National Governor's Association, National Association of State Workforce Agencies, and National Association of Workforce Boards, ETA is inviting selected state and local workforce representatives to participate in this Webinar. Join ETA to hear the feedback we have received through the consultation process and engage in dialogue about a new approach for WIA/WP State Planning. This discussion will directly inform the State Planning Guidance that ETA will issue for PY 2010 and beyond.

Common Measures Refresher: System Entry and System Exit

Data review reveals that some states experience challenges implementing and tracking participant entry into the workforce investment system and participant exit from the system. This is especially true for states working with partners and co-enrolling participants in other programs. The Webinar provides a refresher about the Training and Employment Guidance Letter No. 17-05's definitions, provides examples, and features a state speaker to discuss real world implementation. Lead case managers, State staff, Data Managers, and One-Stop personnel trainers should attend. This is an excellent refresher session for those who input data, manage the data, and interpret the data. This event is a great opportunity for states to discuss available options, identify challenges, and ask specific questions.

Nurses in Wyoming: Demand, Retention, and Supply

“Nurses in Wyoming: Demand, Retention, and Supply” is a three-part study completed by Wyoming’s Research and Planning Unit for the state’s Health Commission. Developed using statewide survey results, various administrative data sources, and findings analyses, "Part I – Nurses in Demand: A Statement of the Problem" presents background on Wyoming's nursing issues by using U.S. and Wyoming demographic profiles, a comparison of state health care employment and wages, hospital admissions and discharges, and analysis of sub-state economic-demographic interaction and the heath care delivery system. "Part II – Retention of Nurses in Wyoming" continues with Wyoming’s overall health care system along with a review of nurse commuting patterns, nurses leaving the market, employment (including staffing levels and employer exits), and the use of administrative data to document nurse hires and nurse exit destinations. Ending with "The NEW Report: Nurse Employment in Wyoming (NEW), First Quarter 2006 Through First Quarter 2008", Wyoming analyzes recent employment data on Total Health Care, Ambulatory Health Care Services, Hospitals, and Nursing and Residential Care Facilities. All three reports note data source, methodologies used, and sample survey instruments (where applicable).

Fostering Innovation: The National Math Panel and Beyond

Vanderbilt Peabody College Dean Camilla Benbow spoke at the National Science and Technology Summit at Oak Ridge National Laboratory in Oak Ridge, Tennessee on August 19, 2008. Benbow was invited to participate in the event by John H. Marburger III, director of the federal Office of Science and Technology Policy. She was a member of the panel, "K-12 Education: Sparking Student Interest and Teacher Training Programs." The overall theme for the Aug. 18-19 summit is "Science, Technology, and American Competitiveness: Progress and Direction Forward." Called for by the 2007 America COMPETES Act, it will examine the health and direction of the U.S. science and technology enterprise and review progress made toward meeting the goals set out by the act and by the president’s American Competitiveness Initiative. This document is a white paper Benbow prepared for the summit, "Fostering Innovation: The National Math Panel and Beyond." Energy/Generation, Transmission and Distribution Competency Model

The Employment and Training Administration (ETA) has collaborated with industry leaders to develop a comprehensive competency model framework for the Generation, Transmission and Distribution sector of the Energy Industry. The model is designed to evolve along with changing skill requirements. This model is the fifth industry competency model developed by ETA and industry partners. The other industry models developed to date are: Advanced Manufacturing; Financial Services; Hospitality/Hotel and Lodging; and Retail Industries. Employment Eligibility Verification: I-9 and Discrimination Issues

The Office of Foreign Labor Certification issued TEGL 11-07, change 1 in November 2007, requiring State Workforce Agencies (among other things) to verify the employment eligibility of all referrals to H-2A job orders. SWA's were given basic training in December in the TEGL's employment eligibility verification requirements and were shown the documentation they would be expected to complete. This presentation will update SWA's on the basic process for completing employment eligibility verification, focusing on the avoidance of discrimination in the verification and referral process. Guest speakers from the Office of Special Counsel for Unfair Immigration-Related Employment Practices of the Department of Justice will provide an overview of discrimination issues in the employment eligibility verification process. The focus of the training will be on recognizing and avoiding discrimination in the I-9 verification process, including issues surrounding document abuse. Specific guidance to implement anti-discrimination practices will be provided.

Back to Basics, Part I: Data Collection and Adult Common Measures (Recorded Version)

Each Webinar in this series will be introduced and moderated by the Community-Based and High Growth National Office staff, with Regional Performance Specialists providing the content expertise. Early webinars will cover fundamental topics like common measures, while later webinars will cover advanced topics such as preventing common reporting errors and properly tracking incumbent workers. The webinar topics were jointly identified by the CBJT and HG national office staff as the most important performance issues. Additionally, pending the approval of the proposed reporting format, future webinars in this series will explain the new format, how to use EBSS, and any ETA-developed grant management tools.
